Large part of the Pula Bay has until recently been a military area, its demilitarization has opened up a whole new spectrum of potential that Pula has not been able to investigate so far. The project covers part of the northern coastal area of protected coastline of the Bay of Pula, and is part of the Brijuni Riviera development programme named 'Isle St. Katarina and Monumenti'. This area is also a part of the former military complex 'Isle of Sv. Katarina - Monumenti bay', partly built (historical buildings were used for military/miscellaneous use), and partly unbuilt - the former quarry. The planned NPTC project has three functionally related units: nautical port - marina 'St. Katarina', nautical port - dry marina 'Luka 2' and mixed-use area with hotel complex on the peninsula of Monumenti. The area is of a particular interest to the Republic of Croatia: its basic aspects are necessity of redefining military into civilian areas with establishment of new city functions through planned conversion to nautical and tourist development projects.
